Jon on ollut kotiarestissa siitä lähtien, kun hän aiheutti onnettomuuden, joka tuhosi pikkukaupunkiin pystytetyn sivistyksen merkkipaalun - liikennevalotolpan. Tapauksesta lähtien kaupungin kehitys on pysähtynyt paikalleen, ja sen asukkaat  ovat jatkaneet eloaan pienissä piireissään ja arkisissa askareissaan. Jon on askarrellut hylätyn tehtaan seinälle lehtileikkeiden pilvenpiirtäjistä maiseman, jota katselemalla voi kurkottaa avarampaan maailmaan. Jon on kiinnostunut kaupanpitäjän sokeasta tyttärestä, joka on ilmoittanut tarvitsevansa Jonin apua eräässä arkaluontoisessa asiassa. Elokuva on herkkä ja humoristinen kertomus 17-vuotiaan Jonin aikuistumisesta.

Rune Schjøtt (s. 1971) käynyt käsikirjoittamiskurssin Tanskan kansallisessa elokuvakoulussa. Hän on työskennellyt musiikkituottajana, radiojuontajana, yleisradioyhtiö DR:n radiodraaman kirjoittaja-ohjaajana. Pilviin piirtäjä on Rune Schjøttin ensimmäinen pitkä elokuva.

Jon has been grounded ever since he caused the accident that destroyed the little town's very first traffic light. The incident has affected the town drastically. The factory that was the main employer of the town has been closed and people don't seem to have anything to do. Jon has made a landscape out of paper cut-out skyscrapers on the wall of the deserted factory so that he can imagine life in the bigger world, away from his sleepy hometown. The shopkeeper's blind daughter asks Jon for an intimate favour and he is more than happy to help her out. Film is a touching and witty story about growing up in a small town and breaking free from the repressive rules of the adults.

Rune Schjøtt (b. 1971) attended a scriptwriting course at the National Film School of Denmark. He has worked as a music producer, radio host and writer-director of radio drama for the national broadcaster DR. Skyscraper is Rune Schjøtt's feature film debut.
